Hi Bill - please open up a support ticket for this issue.  We are not aware of any problems with ProductCart's calculation of sales tax, with the exception of the following issue with Google Checkout, which is easily resolved:

When will the new "owners manual" be available for Product Cart?

I'm having a hard time getting the system to correctly (at all) caluclate sales tax.
