Hi Craig,
When the Stripe integration was implemented, the public key was the same for both live and test.  So it would be used and the corresponding key for live or test.

Stripe gives 4 keys to use. A public and secret key pair for live and test mode. So 4 keys. To enable Stripe in ProductCart, there are 3 fields. Public key, live key and test key.
