Look to see if TLS 1.0 and 1.1 is active, then you need to coordinate with your web hosting company.

I am running productcart 4.6 how do I know what TLS protocol I am using with my site? I keep getting these emails from authorize.net

As you may be aware, new PCI DSS requirements state thatall payment systems must disable earlier versions of TLS protocols. These olderprotocols, TLS 1.0 and TLS 1.1, are highly vulnerable to security breaches andwill be disabled by Authorize.Net on February 28, 2018.
