Yes, that can be done.  The following are examples, and while these sites show subcategories for the root categories, there is no reason that the entire category structure couldn't be tackled.

I'm wanting the drop down menu for the categories to show all of them at once, not just the top level and then having to to hover to see the sub categories. The image below is an example of what I'm wanting. Is this possible?
