I'm not aware of anyone having altered the admin side as you describe, but displaying the discounts as a net price is no great shakes.
 
Here is a site that we're about to launch.  It's a quick task to drop the code into the site to support displaying the discounted price as you are requesting.

Has anyone modified the code for the Quantity Discount / Tiered Pricing so that you can enter actual pricing from within control panel rather than $ or % discount and have it displayed on your webpage with actual pricing rather than savings.
