I want to make the refferer question appear every time someone checks out of the store. I have enabled it in the control panel for New customer checkout but this does not work when the customer registers then logs out without buying something. The next time they login they are not prompted for the question.

Is it possible to allow it to happen every time a customer checks out or when the new customer buys something for the first time.
