Why would a custom shipping option show up and not UPS Ground? They have a "US Domestic" for 'Custom Shipping Options' which shows up all the time, on every check out, but the UPS/USPS does not show up all the time.

I changed my address to another state and the options came up. Very odd. Not a local state to the client shipping store. In other words, ship FROM is in Illinois, CityA, I put in an ship TO address for Illinois, CityB and "custom shipping option" only shows. I put in a Califorinia, CityC to ship TO and all options show, UPS, USPS and custom, what logic is in place to determine when/what options show, this is not International??
