I have a client that wants to add a 30% shipping surcharge to each order in addition to the calcuated shipping costs.   We added the appropriate 30% amount to each product in the shipping surcharge field but those amounts are not being included in the shipping charges.
 
We are running Product Cart 4.1 with the apparel option and all the documentation looks like this should work.
 
Any ideas?
