But I need to display the cart summary unless the total cart is $0 or no products in the cart.  I think that I must modify the smallShoppingCart.asp file.

Don't think you need to alter smallShoppingCart.asp unless there is a layout change you need. 
 
What you need to do is to make sure there is an include for that file in your HTML at the point where you want the cart totals summary to appear.

I would like to show always a small shopping cart summary in my PC store V 4.1.
 
What part of the smallShoppingCart.asp code must modify to do that?
