The shipments must be identical in every way. Not just the Ship-To address. Make sure that the Ship-From address is the same, same packaging type, etc. etc.

With regard to the settings, they are set in the Control Panel. Please see the documentation. There is extensive documentation on UPS in the WIKI.

Sometimes the answer is as easy as: it is not supported for that address. So your issue is not related to Google Checkout? If so, there are many reasons why shipping charges may not be displayed in the storefront. The following article goes through many of them in detail.

earlyimp: I don't claim to speak for ZilverZoom, but I can't even get that far: shipping is not displaying at all in the storefront. All I get is the previously mentioned "no shipping rates available" message, while on my shipping details pages in the backoffice, everything looks fine. If shipping rates are returned properly on your storefront, but not in Google Checkout, then it means that there is a communication problem between your store and Google Checkout. You should find the error details in the Integration area of your Google Checkout merchant account. For more details on this, please see:

I'm getting the same error. I've made sure that all of my products have nonzero weights, that the Limit Delivery By Zip Code is turned off, and all of the shipping options appear to work on the shipping detail page.
