Hoping someone can give me some direction to do this?

Currently, we have a lot of items marked "No Shipping Required" displaying "Free USA Shipping" in the store front.  Of course, we have to display a disclaimer that items marked Free shipping refer to USA only and asking international customers to contact us for shipping quote.  This just does not work very well.   When items are marked 'no shipping required' then all shipping functionality is disabled for the item.  What I'd like to make happen is to have the 'no shipping required' disable the shipping module for domestic customers but still show shipping options and the shipping calculator for international customers.  Has anyone accomplished this?
