If you are hosting with CrystalTech, sometime last spring, they implemented a new technology (SRX) to help increase security and prevent attacks. That caused an issue with the control panel acceptance of terms.
 
If that is the case you should contact CrystalTech to get whitelisted. If not, you may want to submit a ticket to Early Impact.

I should clarify that I am getting stuck at the most basic / first step.

At Login - I tick the box that says "I agree to the terms ..." and then push Submit.

I'm not even given a chance to put in my user name and password.

Ages ago I hit a snag one day and couldn't log into ProductCart. I just "times out" and won't connect. Things have been crazy and I haven't tried for some time. But now I need to get back in there, get the store updated and running. It's currently ON because I couldn't turn it off without logging in.
