We're setting up a new store using ProductCart v4.0 SP 3. All our other sites, which were upgraded to v.4 from v3.5, show "Manage Pages (CMS)" as a permissions option when adding new users in user management. But the newly installed site doesn't show this.
 
The only difference I can see among the sites is the upgrade sites say they are v4.0, and the new install says v4.0 SP3.
