Recently upgraded from 3.11 to 3.51, this used to work fine but not it does not.

We sell baskets, we list shrink wrap as a cross selling item.  Shrink is only sold in quantities of 50 and is marked as such.  Problem is now when a customer adds the shrink and adjusts the quantity of baskets ordered, it adjusts the shrink also to the same number and it can not be changed.  Did not do this on the prior version.

check the "may we also suggest" add to cart, then adjust the value and you'll see what I mean.
 
Anyone know how to fix this problem?
