My customers website is in the UK.
The Product Cart shipping methods are only "Donmestic" and "International". My customer sells to many different countries and wants to have different delivery charges for each country. For example he wants to have 3 different delivery charges for "Germany" based on total order value and 3 different delivery charges for Spain etc

The only way we have done this is to setup each country as a "Custom shipping method". The problem then is that the customers gets to choose their shipoping country and are regularly choosing the cheapest instead of the one relevant to their actual shipping destination.

What can we do?
