We came up with a solution to this, but it would only work for you if you don't need "minimum" quantities as well...basically, we used the code already in place to check for minimums and changed it so it checked for maximums.

Our business deals primarily in limited edition items, so the need to limit purchases to say 1 or 2 per customer is crucial.
