An update on this: no code changes are needed. A patch for this USPS requirement will be available to both v2.76 and v3 users.  The ETA is the end of August.

We are aware of this. We will definitely update the code before this is a requirement.

ProductCart does not seem to currently support using the "secure.shippingapis.com" system (via HTTPS)...it's not able to gather rates.

Right now...this feature would be a nice thing to have.  Come September 2006, it'll be a requirement.
