It could be a payment gateway that has not been setup properly and is therefore not "talking back" to ProductCart correctly. It could also be an expired SSL certificate, which also affects communication with the payment gateway. This is perfectly normal as not all orders are completed. Orders that were not completed can be found under "Orders > Incomplete Orders". In most cases, an order is incomplete simply because the customer decided not to complete the purchase.
