Just wanted to share with anyone out there that was having this problem....

Our store was not correctly returning shipping rates for addresses in China. I tracked the problem down to the database entry in the 'countries' table for China.

It was entered as 'China, Peoples Republic of' and I edited it to just 'China' and now it is working.

The entry was causing the customers database to be populated with 'Peop' instead of 'CN' so I went in there and edited the country code for all existing customers with China addresses as well.
