Hello,
 
Under General Shipping Settings>Other settings
I have "Allow customers to ship orders to an address other than the billing address." UNCHECKED - meaning their order should throw an error message if their billing and shipping address are NOT the same.
 
Well, this seems to be working most of the time, but every so often, we'll get an order where this rule somehow breaks and allows the customer to input a shipping address that is NOT the same as the billing address allowing their order goes through.
 
I'm wondering if there's some kind of anomoly that allows this to happen? and if so, how do I fix it? what store setttings do i need to change? Would updating to ver. 3.11 fix this?

I looked through the v3.11 update details and found that there is a fix for my problem if I do indeed upgrade. Just to share with others:
