I had the same issue in regards to Paypal.  I can't remember exactly, but there were two issues.
My customer Bill was Canada, Ship to Texas.
Customer got an errorMicrosoft VBScript compilation error '800a03f9'
Expected 'Then'
/store/pc/pcPay_ExpressPay_Start.asp, line 259
if pcv_Country "AU" or pcv_Country = "CA" then

Contacted PC and they fixed the problem.  Something to do missing an "=" Sign.

But THEN, the customer tried again, and was not able to get any shipping Options.
Contacted Paypal, and found out that Canadians CAN NOT have a bill Canada, Ship USA
(Same in reverse for us yanks).
As well, Paypal (If I remember correctly) does allow to enter the ship as USA, but then passes the info as CA, thus messing with the shipping options.  Order will go though, but with no ship options.  You can change the Country in the Order Details, etc, and manually update the Shipping, but Paypal only allows for a 15% increase in an auth amount, so you might not be able to automatically up the invoice amount to cover the cost.

Has anyone encountered this issue?  The only country in my country list is the US, since we do not ship out of the US.  But today, I had a Canadian customer shipping to an address in the US who has a Canadian shipping address.  The order would not go through.   Any ideas?  Thanks!!
