I haven't found a way to do this, but wanted to confirm my suspicions: is there a way to limit a custom shipping option to certain international countries?

In short, my client requires a shipping rate for Canada and Mexico that is different fro the shipping rates to other non-U.S. countries. However, the quirks of their company requires setting the rates up as a custom shipping option instead of just using the USPS API or the like. So I wanted to see if there was an approach or trick that might achieve this.
