Can't you create a custom shipping option.

Put price from 0 - 1000000

type the text you want to display and select international shipping

We turned off every country but US, Virgin Islands and Puerto Rico.

 

International customers ask us about the possiblity, I run a quote for shipping from UPS that includes duties, taxes, tarriffs, etc BEFORE we ever charge their card.

Great idea. We end up overcharging international customers to avoid the loss. Here is a scenario we have that has cost us money.  We used to offer USPS with international shipping rates.  PC would pull off the shipping cost and lets the customer check out.  Great idea, but sometimes the order had to be packed in two boxes and we ended up paying extra shipping cost.  We have now turned if off, so international customers will not see any shipping options.  The invoice will say shipping charges to be determined.  What would be nice, if we can create a custom shipping option that would not calculate any shipping but display a message at checkout explaining how we handle this.  It would say something like:  "We will have to pack the order and get back to you with the actual shipping options per email.  Your credit card will not be charged unless you agree to the shipping, and we will send a postage payment request if paid via paypal."  Perhaps this small little items can be added with the next upgrade.  It just makes it easier and avoids undercharging for those items.
