I've found a need for "shipping classes".

this would be where an item in the store will always have a specific charge for shipping, and there may be multiple occurances of that, yet at the same time we have a large number of products that can use the shipping weight to determine the shipping charge.

For example, we sell surfboards and other stuff.  Surfboards under 8'6" we charge $79 for shipping, over 8'6" we charge $99 for shipping yet the rest of the items in our store should calculate shipping costs based on weight.
